欧州連合（European Union、以下「EU」という。）圏内の犯罪被害者等1 の保護の重要な規定として、「犯罪被害者の権利、支援及び保護の最低基準に関する2012 年10 月25 日の欧州議会及び理事会指令」（Directive 2012/29/EU of the European Parliament and of the Councilof 25 October 2012 establishing minimum standards on the rights, support and protectionof victims of crime: Victims’ Rights Directive、以下「EU 犯罪被害者等権利指令」という。）と、イスタンブール条約（Council of Europe Convention on preventing and combating violenceagainst women and domestic violence：CETS No.210）がある。
